Requirements |

PRINCIPAL RESPONSIBILITIES:
-Provide clear focus, direction and leadership on tax policy activities, including administrative appeals, tax law administration, and rules promulgation on all state broad-based taxes, such as income, sales and use, miscellaneous, and fuels taxes -Hire, train, direct professional and administrative staff and evaluate their performance Review administrative decisions and compromise agreements on appeals -Consult with and advise Commissioners, legislators, elected officials, tax professionals, taxpayers and others on tax laws and tax administration -Formulate and recommend policy and promulgation of rules on state broad-based taxes -Respond to inquiries regarding tax law administration and complex tax policy matters -Serve as the agency’s tax policy expert -Analyze existing and proposed tax laws and legislation to determine administrative, fiscal and economic impact -Partner with the IT to develop and implement an electronic library on tax law and case documentation Represent the Idaho State Tax Commission at various local, state, regional and national tax conferences -Make public presentations before legislature, professional, business, taxpayer and special interest groups -Develop and implement the unit’s business plan, objectives, priorities, timeframes, and priorities -Prepare and administer business unit’s fiscal year budget and review and approve expenditures -May attend legislative committee meetings and respond to tax policy inquiries
MNIMUM QUALIFICATIONS:
-Considerable knowledge: state and federal tax laws and regulations -Good knowledge: management practices -Some knowledge: accounting theory, principles and practices
Experience: researching, interpreting, and applying tax law and policy
