The Iowa Department of Revenue’s Research and Policy Division is currently seeking a Fiscal & Policy Analyst, as well as a Fiscal & Policy Analyst Senior to assist the Research Bureau in a variety of duties including: tax credit evaluation and administration, fiscal estimates, statistical reporting, and revenue forecasting. The Research and Policy Division is responsible for:
- Fiscal estimates
- Statistical reporting
- Tax credit evaluation and administration
- Revenue and economic forecasting and briefings
- Policy development and oversight
- External communications and presentations
- Legislative agenda development
In these position you may be responsible for:
- Tracking and analyzing tax credit claims and awards through the review of available data.
- Preparing reports and forecasts concerning State tax receipts, tax credits, and other aspects of State tax administration.
- Completing a tax credit evaluation study including an analysis of the credit’s policy purposes and implications.
- Completing estimates of the fiscal impact of prospective tax-related legislation and providing analysis of tax policy
- Preparing fiscal impact estimates for proposed changes to the tax code with a focus on corporation and individual income tax. This involves reviewing existing law and administrative rules; developing an appropriate estimation methodology, incorporating state of the art econometric techniques and modeling tools; calculating the estimate; and drafting correspondence to present and explain the estimate.
- Completing a tax credit evaluation study, including an analysis of the credit’s policy purposes and effects, for the Legislative Tax Expenditure Committee and the general public.
- Serving as the co-lead on projects related to the development of Iowa economic forecasting models and revenue forecasting models. Serving as an econometrics consultant for Department staff and other departments of State government.
- Assisting in the preparation of tax receipt and refund forecasts, using the individual income tax micro model and other analytical tools. Assisting in updating and enhancing the individual income tax micro model annually
Preference will be given to candidates who can clearly describe and/or demonstrate the following:
- Education, expertise, and experience in conducting research and providing written analyses of public policy
- Education, expertise, and experience in conducting analyses of large data sets
- Education, expertise, and experience using statistical or data analytical software such as R, SAS, and SPSS
- Education, expertise, and experience in understanding of state or federal tax
- Education, expertise, and experience in understanding the state or federal legislative tax process
- Ability to communicate effectively orally and in writing
