Nature of Work The Budget Manager provides leadership and direction for the development, administration and reporting of the City of Rochester's multi-year budget in support of the City’s strategic goals and objectives. Overseeing both operating and capital improvement plan budgets, the position consults closely with the Director of Finance, City Administration and other departmental teammates to ensure an integrated, efficient approach to the budgeting process.
DUTIES AND RESPONSIBILITIES
Oversee development and administration of the City’s multi-year budget
Develop and implement budget guidelines and instructions.
Provide expert and professional assistance and support to City teammates on budget preparation, analysis, key performance indicators and other related matters.
Prepare budget proposals.
Review budget requests and recommendations
Monitor department budget execution, recommending budget adjustments and linking the City strategic plan to the budget.
Research, analyze, evaluate, and develop findings and make recommendations involving complex budget and financial management issues.
Evaluate and formulate recommendations for enhancing the City budget development process and related budget documentation.
Complete operational analysis as needed to ensure optimization.
Monitor budget trends and departmental budget performance.
Consolidate the Rochester Public Utility budget with the City’s operating budget.
Prepare reports and provide financial data as scheduled or requested.
Facilitate capital improvement plan budgeting
Coordinate with departmental teams regarding the development of the City's six-year Capital Improvement Plan.
Provide expert and professional assistance and support to City teammates on budget preparation, analysis, and other related matters.
Administer financial components of revenue development projects to include establishing budgets for grant applications, sales tax administration, and Destination Medical Center (DMC) project financing.
Monitor capital improvement plan project implementation to ensure conformance with established and Council-approved budgets.
Review the Capital Improvement Plan for consistency with the annual operating and capital budget.
Facilitate a process to determine the prioritization of the City Administrator's Recommended Capital Improvement Plan requests.

Education and Experience
Bachelor's Degree from an accredited college or university in business, public administration, finance, accounting, or related field
Five (5) years of experience in public or private sector budget development
Desirable Qualifications
Master's degree from an accredited college or university in business, public administration, finance, accounting, or related field
Experience with budget development in a public entity such as a City, County or State government; or a public educational institution such as a school district or a state college or university
Experience with the National Advisory Council on State and Local Budgeting and the Government Finance Officers Association (GFOA) guidelines and best practices on budgeting
Certification from professional associations such as the ICMA, GFOA, and similar organizations
